More specifically, the official text was summarized by the state legislature as ’’Relating to Class A water and sewer utility rate increases’’.
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
This bill amends the Water Code regarding rate increases for Class A water and sewer utilities. It restricts utilities or multiple utilities under common ownership from filing a statement of intent to increase rates more than once in a 36-month period, except in cases of financial hardship determined by the regulatory authority. Furthermore, any rate change cannot result in an increase of more than 20% for any class or category of ratepayers. The bill stipulates that these changes apply only to applications for rate increases filed on or after the effective date of Sept. 1, 2025. Applications filed before this date remain subject to the previous law.
Armando Walle, chair of the House Committee on Appropriations - S/C on Articles VI, VII, & VIII and member of the House Committee on Licensing & Administrative Procedures, proposed another 16 bills during the 89(R) legislative session.
Walle graduated from the University of Houston with a BS and again from University of Houston with a JD.
Armando Walle is currently serving in the Texas State House, representing the state's 140th House district. He replaced previous state representative Kevin Bailey in 2009.
Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
