She accused House Republicans of attempting to pass it secretly during nighttime hours to obscure significant cuts to healthcare and food assistance. Sylvia Garcia was born in San Diego, Texas, in 1950 and currently resides in Houston. She graduated from Texas Woman’s University with a BA in 1972 and earned a JD from Texas Southern University.
