A new bill authored by State Rep. Hull in the Texas House seeks to modify the criteria for taxpayers to pay their residence homestead ad valorem taxes in installments without penalties, according to the Texas Legislature website.

The bill on Minors and Occupational Regulation category, introduced as HB 254 during the 89(1) legislative session on Friday, Aug. 1, was formally listed with the short title: ’Relating to youth camp emergency response and safety standards and emergency safety and evacuation plans’.

In essence, this bill modifies the eligibility criteria for individuals to pay ad valorem taxes on their residence homestead in installments. It allows taxpayers to pay these taxes in four equal installments without incurring penalties or interest, provided the first installment is paid before the delinquency date and accompanied by a notice of intention to pay the remaining balance in three subsequent installments. The deadlines for the installments vary depending on whether the delinquency date is Feb. 1 or another date. Furthermore, individuals can still opt for installment payments if the first installment and necessary notice are submitted before the first day of the month following the delinquency date. The bill applies to taxes imposed for tax years beginning on or after Jan. 1, 2026.
