U.S. Senator John Cornyn (R-TX) has announced that his Stop Funding Genital Mutilation Act has been incorporated into the Senate Finance Committee’s legislative text for the One Big Beautiful Bill Act. This bill aims to prevent federal funding from Medicaid and the Children’s Health Insurance Program (CHIP) from being used for gender transition procedures at any age.
Senator Cornyn stated, “No American taxpayer should have to fund radical gender transition surgeries, and I am proud that my bill to prohibit federal dollars from funding these dangerous procedures has been included in the Senate’s One Big Beautiful Bill.” He further emphasized his commitment to working with President Trump to protect vulnerable individuals and ensure taxpayer money is not used to support what he describes as a “far left’s woke agenda.”
A review by the U.S. Department of Health and Human Services highlighted concerns about gender dysphoria medical interventions, citing significant risks such as irreversible harms like infertility and weak evidence of benefits. Nearly 30 states, including Texas, have laws or policies restricting access to gender transition procedures for minors. Internationally, countries like England, Finland, Sweden, and Denmark have also imposed limits on these procedures due to concerns over long-term effects.
The Stop Funding Genital Mutilation Act is cosponsored by Sen. James Lankford (R-OK). It seeks to restrict CHIP and Medicaid funds from covering gender transition procedures at any age but allows exceptions for medically necessary reasons such as sex development disorders or injuries from previous procedures.
This legislation builds upon an Executive Order signed by President Trump on January 28, 2025, which aimed at cutting federal funding for gender transition procedures for minors and directed federally run insurance programs like Medicaid to cease covering these services. The language of this bill aligns with the House’s version of President Trump’s One Big Beautiful Bill.
