U.S. Senator John Cornyn (R-TX) announced the passage of the Intelligence Authorization Act (IAA) for Fiscal Year 2026 from the Senate Select Committee on Intelligence. This legislation is aimed at equipping intelligence agencies with necessary tools to address foreign espionage, enhance counternarcotics efforts, and improve cybersecurity.
Senator Cornyn stated, “The U.S. Intelligence Community and congressional intelligence committees play vital roles in keeping Texans safe and secure in an increasingly complex threat environment at home and around the globe.” He added that he was pleased to support the bill as it prioritizes transparency and efficiency.
Included in the bill are several pieces of legislation supported by Sen. Cornyn:
– The Intelligence Community Technology Bridge Act aims to streamline acquisition processes within the Intelligence Community, focusing on small businesses and nontraditional defense contractors.
– The Counternarcotics Enhancement Act directs the Director of National Intelligence (DNI) to submit a plan to enhance collaboration between the U.S. and Mexico on counternarcotics efforts.
– The Strengthening Prosecution Integrity for Espionage Statutes (SPIES) Act seeks to hold foreign spies accountable by removing statutes of limitations for certain espionage offenses.
Other provisions require assessments of counterintelligence vulnerabilities by NASA and commercial spaceports, reforms within the Office of the Director of National Intelligence, visa denials for suspected foreign intelligence officers, prohibitions on contracting with Chinese military companies involved in biotechnology, travel restrictions for diplomats from specific countries, protections for whistleblowers, restrictions on data collection by IC contractors, and transparency regarding COVID-19 origins.
